Anderson County is home to some 50 facilities that manufacture, process, store, or utilize quantities of hazardous radiological or chemical materials. The majority of these facilities are located in industrial parks in the county and cities of Oak Ridge, Clinton, and Lake City. Facilities with quantities of hazardous materials that meet or exceed threshold levels established by the U.S. Occupational Safety and Health Administration (OSHA) are required by federal law to file each year a Tier 2 Report stating the material(s) and quantity on site. In addition to the name and quantity of each material, the report includes Material Safety Data Sheet (MSDS), a site map showing location of material, type of storage container, type of storage conditions, and description of dikes, holding basins, and other safeguard measures. Tier 2 reports received in 2013 from private, non-DOE facilities identify 42 separate hazardous materials. These reports are provided to the local fire department, Anderson County Local Emergency Planning Committee (LEPC), and the State Emergency Response Commission (SERC). Anderson County Emergency Management Agency (EMA) serves as custodian of these reports. Further information on Tier 2 reports may be found by online search for 40 CFR Part 370. Information in the Tier 2 report allows emergency response agencies to pre-plan for accidents resulting in the spill/release of specific hazardous materials including characteristics, reactions, evacuation perimeters, health threats, and tactics for responder and citizen safety. Despite the state and federal regulations and oversight in place, facility safety and response plans, and inspection by the local fire department and OSHA, an accidental spill/release from a fixed facility or a transportation accident could occur at any time. With regard to drinking water safety, many Anderson County facilities with hazardous materials are located in proximity to streams, creeks, or the Clinch River.

Complex numbers should be substituted with standard SOLITARY, short and easy-to-remember numbers the entire nation will use, but routed to different call centers base on zoning and location. The current procedure of 191 for Police, 999/192 for Fire and 193 for Ambulance might be confusing in a normal day let alone in emergency. Trained personnel at the Operation Rooms should rather direct the calls base on the nature of the emergency e.g.

Groundwater is typically viewed as a strategic reserve that supplements sparse surface water supplies in times of drought. By combining their satellite-based estimates of 10 years (October 2003 November 2013) of Central Valley groundwater storage changes with long-term estimates of groundwater losses from the U. S. Geological Survey, the researchers noted that steep declines in groundwaterstorage are typical during droughts, when Central Valley farmers are forced to rely more heavily on groundwater to meet irrigation demands. The advisory report underscores that the rates of declining groundwater storage during drought almost always outstrip rates of groundwater replenishment during wet periods, and raises fears about the impact of long-term groundwater depletion on sustaining a reliable water supply in the current, record-setting drought. The team's previous 2011 study estimated that the Central Valley lost 20 cubic kilometers of groundwater during the 2006-2010 drought. Historically, drought conditions and groundwater depletion in the Central Valley are responsible for widespread land subsidence, reductions in planted acreage, higher food costs and ecological damage. Famiglietti notes that if the drought continues "Central Valley groundwater levels will fall to all- time lows." Stephanie Castle, a UCCHM researcher who contributed to the report, believes that groundwater supplies should be more actively managed.

Nina Jazmadarian, general manager of FMWD, reminded users that more than 60 percent of water is used outdoors, and can be conserved by limiting watering to every other day. PWP, which receives about 18 percent of its supply from the State Water Project through the Metropolitan Water District, is monitoring the situation and developing additional response plans. Due to strategic investments in water storage, PWP does not expect the cutbacks to have an immediate impact on customers. Phyllis E. Currie, general manager of PWP, said Our customers have always rallied during emergencies, conserving water citywide with impressive results. "If they try to climb the fence, we can stun them," Hall told AFP. "If they want to break into the system, we can put an end to that." Hall is just one of several developers to garner recent media attention for selling disaster bunkers. Just take a look at how the 1% will ride out the apocalypse: in $3 million underground bunkers , complete with indoor swimming pools, hydroponic gardens and a bar. (For those with less money or smaller families, half-floors are available for only $1.5 million.) It's a far cry from the traditional view of survivalists as oddballs stocking up on cans of beans. Luxury survival condos allow the wealthy to survive a global collapse without resorting to eating Hormel's ( HRL ) Spam or filtering water with their underwear. So far, developer Larry Hall has sold out of available bunkers in his first project, in an underground "nuclear-hardened" Atlas "F" missile base, built in the 1960s by the U.S. Army Corps of Engineers in an undisclosed location in Kansas. He's now working on a second project to turn an old missile silo into additional luxury bunkers. Aside from having a healthy dose of paranoia, buyers also need cash on hand. "Bankers aren't lending on conventional homes, let alone nuclear-hardened condominiums," Hall told CNBC's Robert Frank. "Everyone has to have cash to buy one of these." Buyers declined to be interviewed, for fear that friends and relatives might find out about the bunkers and want to join them in case of an emergency, Frank said. Their popularity may boil down to an aftereffect of the financial meltdown and unrest from groups such as Occupy Wall Street. On top of that, there's always the perennial fear of a pandemic . WKMG Local 6 News in Orlando reports that Al's Army Navy Store in Altamonte Springs is now selling the pipe, which is designed to be buried 20 feet underground for protection from tornadoes, hurricanes, and other disasters, for the price of $59,900, which does not include installation. The shelter, which measures 32 feet by 10 feet, is designed out of corrugated metal, and comes complete with a flat-screen television set, kitchen, bunk beds, and electric-powered toilet. And although the structure lacks a shower, its creators say it could still come in quite handy should a local, regional, or even national emergency call for hunkering down and riding out the fray underground and out of sight. "We like to call it the fear factor -- just kind of preparing for something that [you] can't really put a finger on it, but [you] want to be ready for whatever may or may not happen," said Jeremy Ross, assistant manager at Al's, about the shelter, which is officially known as an Atlas Survival Shelter. Besides offering protection from storms and other potential natural disasters, the shelter also reportedly withstands more serious threats such as bomb blasts, as well as nuclear, chemical, and biological disasters, according to its California-based manufacturer. And in the event that an evacuation from the tube is prudent, shelter residents have access to both a front and back entry for easy escape and entry. "All our shelters have escape tunnels with concealed hatches and mud rooms with a lockable, laser cut interior door at the bulkhead," writes Atlas Survival Shelters about the pipe on its website. "The escape tunnel and reverse hatch will guarantee that you always have a second way out of your shelter in case a tornado dumps debris on your main hatch." After peering into our trunks, State Farm and KRC Research discovered that: Only 5% of respondents said they carried all the recommended emergency equipment, including jumper cables, spare tire, road flares, first aid kit and non-perishable food, among other items. On the plus side, 96% said they had at least one emergency item in their vehicle, such as a spare tire or jumper cables. What took up room in the trunk? Sixty-seven% confessed to "junk," which ranged from shoes to toys to used food and drink containers. Among the more idiosyncratic items were a blow-up sheep, a gorilla costume and an old wedding dress. Amusing, sure, but not good, says John Nepomuceno, State Farm's safety research administrator. "Even on a relatively short trip, you can find yourself stranded for several hours," he points out. "Whether it's because of a flat tire, an empty fuel tank or treacherous conditions like ice or fog, it's important to be prepared." Other report findings include: Men are more likely than women to have packed at least one of the necessary supplies. Jumper cables (64% of men vs. 53% of women had them in their trunks); flashlight (62% of men vs. 48% of women); and a first aid kit (47% of men vs. 40% of women). Although it shares part of its name with an older Arma 2 mod called DayZ 2017 , the design team maintains in the project's announcement that 2017 for Arma 3 represents a "unique experience," totally separate from the DayZ Mod. There are no zombies planned for the mod, but rather humans infected with an "unknown mutagen," according to the development team. One prominent source of inspiration the designers have mentioned already is Cormac McCarthy's 2006 novel The Road , which also has a less than cheery vision of what's in store for the human race. In terms of gameplay goals for the mod, they include some that we've heard of before and others that seem intriguingly fresh and new. Single-player and co-op missions are on the list of planned features for the mod, which the designers see as having some sort of effect on the multiplayer universe. And one area where the team seems determined to stake its own claim in the survival-horror genre is the role of loot in the mod. "You will be able to search everywhere in the world to find various items/tools/equipment/ weapons etc. at a very rare chance, 72 hour kits since this IS based in the future," report the designers. "[Loot] will NOT be a main focus as we want to treat this as only an 'element' of the gameplay. We do not want to distract you from the survival horror aspect with the mundane task of loot farming." In line with the mod team's stated emphasis on the horror and "psychology" of the world, the designers mentioned in a video update last month a game mechanic called a "sanity system" that will affect player interaction. All in all it sounds, in the most exciting way, incredibly ambitious. As it's still in development, a public beta isn't in the cards at the moment. Hollywood Backlot: 18 to pack winter survival kits that will be distributed to the homeless. Project Winter Survival, now part of national charity Engage and Change, saw 3,000 kits assembled and ready for distribution, said The Bargains Group president and CEO Jody Steinhauer, who founded Project Winter Survival. Now in its 15th year, Project Winter Survival packages kits to be given to more than 190 social service agencies for hand out, including Canadian Red Cross, Covenant House, Out of the Cold programs, and the Salvation Army. Each kit is filled with basic supplies to help those living on the streets stay warm during cold winter months. It was the biggest and best event we have had, Steinhauer said, adding she received requests for 12,000 kits this year. Modern-day shelters can come with modern conveniences, costing between $50,000 and $400,000 or more. Posted: Wednesday, January 15, 2014 8:44 am by Amy Mayhew They certainly didnt have all the bells and whistles that todays survival shelters boast, but back in the 1950s and 60s, survival or bomb shelters were the thing to have. Up until the time Ronald Reagan uttered those famous words, Mr. Gorbachev, tear down this wall, the Cold War forced Americans and others to seek alternatives in keeping their families and loved ones safe in the event of Soviet atomic or nuclear attack. My father was among those in the 50s that built a bomb shelter in our backyard. Back then, the federal government recommended that fallout shelters and thats the term I remember my dad using be placed in a basement or buried in the back yard. The concept was to get as much mass as possible between the survivors, the detonation and its after-effects. Usually, a backyard fallout shelter was a trench with a strong roof buried under 3 feet of earth. The two ends of the trench had ramps or entrances at right angles to the trench so that gamma rays could not enter. To make the roof waterproof in case of rain, a plastic sheet was buried a few inches below the surface and held down with rocks or bricks. Basement shelters were the cheapest to build, and supposedly offered adequate protection. Concrete blocks were used to construct the walls, and an open doorway with vents near the floor provided ventilation. The shelters entrance was made with a sharp turn designed to reduce radiation intensity.

Prior to any engagement of a shelter the Vivos Group will provide operational oversight of each Owners Association for ongoing maintenance, replenishment, security, monitoring, surveillance, notifications and advisories.
